Licensed Clearing and Forwarding Agent They should ensure that their client (Exporters or Importers) if representing them should produce the following documents before loading any Agricultural Produce for Export/Import:
Certificate of check-test issued by any Federal Produce Inspection Service office nationwide.
Receipt of payment of Export Levy.
Receipt of payment of Fumigation Levy.
Collection of Certificate of quality, fumigation, good packing material and weight at any Federal Produce Inspection Service on behalf of the exporter.
Nigeria Customs Service (NCS) Nigeria Customs Service (NCS) is expected to collaborate with Federal Produce Inspection Service to ensure that all exporters of Agricultural Produce should provide evidence of handling by Federal Produce Inspection Service who is statutorily in charge of certifying quality of Agricultural produce for export before such produce is released to the exporter for exports. The exporter is expected to provide:
Quality checktest certificate issued by Federal Produce Inspection Service.
Receipt of payment of Export Levy from Federal Produce Inspection Service.
Receipt of payment of Fumigation Levy from Federal Produce Inspection Service.
Shipping LineShip owners are expected to work in collaboration with Federal Produce Inspection Service to ensure the following:
Shipping line should ensure no delays of containers carrying produce at the port so that deterioration of quality could be averted.
Shipping lines should inform Federal Produce Inspection Service through application, the arrival time of the ships that will load Agro Commodities/Produce for fumigation (spraying) of the hatches to control pest infestations.
Shipping lines should treat with seriousness any letter from Federal Produce Inspection Service instructing them not to manifest containers containing poor quality Agricultural produce for export.
Shipping lines should demand for evidence of fumigation of all Agricultural produce from Federal Produce Inspection Service ONLY being the only Government Agency authorized by law to Fumigate Agricultural Commodities to control pest infestations as a quality control parameter.
